El Plan Control Territorial, implementado el 20 de junio de 2019 por el Gobierno de Nayib Bukele, sigue dando buenos resultados. A través de la nueva metodología de trabajo, se ha logrado que los privados de libertad se mantengan activos realizando actividades ocupacionales y de apoyo comunitario a través del Plan Cero Ocio; como parte de su reinserción a la sociedad con oportunidades y para lograr la autosostenibilidad de las cárceles.

«Hemos aprendido a hacer diferentes cosas», afirma Karen Salazar, una de las personas privadas de libertad que participan en el proyecto de Centros Penales Autosostenibles, el cual busca que los internos cultiven, cocinen y consuman sus propios alimentos. Además agregó que gracias al Presidente Nayib Bukele, tienen las hermientas necesarias para poder cambiar su visión al salir.

A través de este plan se ha dado mantenimiento y restauración de infraestructura del Ministerio de Salud, Torre de Gobernación, Centro Escolar Caserío El Progreso, la restauración de máquinas de ejercicios para la preparación y entrenamiento de los atletas salvadoreños, entre otras cosas.

«Destinar privados de libertad en fase de confianza capacitados en diversos oficios para contribuir en restaurar la red hospitalaria del país, es una de las misiones encomendadas a Centros Penales por el Presidente Nayib Bukele», afirma Osiris Luna Meza.

Los gobiernos anteriores permitieron que las cárceles se convirtieran en universidades del crimen y centros de operaciones para las pandillas; había bajos niveles de seguridad. A diario hacían en promedio 10,000 llamadas telefónicas desde el interior de los penales para extorsionar a las familias salvadoreñas pero ahora, los reos realizan trabajos de utilidad para las comunidades y así evitan el ocio carcelario.
